Web Designer or Web Programmer or web developer?

These two words have always and still confuse me, who is a web designer and who is a web developer and who is a web programmer or are they all meaning the same thing?

My definitions:

Web designer = Website designer. Specializes on generating physical outlook for websites using html, css etc

Web developer = Web application developer. Specializes on developing the back-end engine which delivers the functionality of a website. e.g the collection of scripts that drives this forum were developed by a web application developer. He oftentimes will double as a website designer.

Web programmer = Web application programmer = web application developer
